This study, presented at the I Social Policy Seminar of the Southern Half and the II Encounter on Social Control (Universidade Católica de Pelotas, Oct. 04, 2006), analyzes participation and social policy. Social struggle is seen as a means to achieve social policies. In the current context of crisis and neoliberal restructuring social movements are not able to expand or even maintain previous achievements. This is a period of loss of acquired rights and regression in social policy. This increases the importance of the ethical-political role of the social worker.
