Políticas Públicas para a Economia Solidária: fronteira entre política social e política para o desenvolvimento local

Abstract

This paper discusses critically the models of public policies effected up to the present moment in order to support/promote the emergence and development of initiatives in the scope of solidary economy. It starts by discussing the concepts involved in the subject; then it describes, synthetically and comparatively some of the programs in vogue both in Brazil and in neighboring countries; after that it critically analyzes the consistency of the programs as to the specific form of development of initiatives in solidary economy; finally, it indicates a few alternatives considered the most appropriate to the dynamics of the phenomenon.
